This report explores the urgent need for a new global financing paradigm to address the twin crises of climate change and biodiversity loss. It argues that we must shift focus – not just from the quantity of finance needed, but also to the quality of that finance. Rather than merely filling financial gaps, we need long-term, patient capital that shapes markets, drives innovation, and advances global justice and equity. 

By combining Mission-Oriented Policy and Global Public Investment (GPI), the paper lays out a bold, actionable framework to decarbonize economies and protect ecosystems through shared responsibility and co-created public value.
