This report calls for a major shift in how the world finances and supports climate adaptation -especially in the Global South. It introduces DC4CA as a new framework for aligning development cooperation with the urgent realities of climate change. 

Drawing on global evidence and policy analysis, the report identifies key barriers to progress-including a lack of urgency, North-dominated governance, and the disconnect between climate and development and proposes four priority actions: increasing public finance, improving fund governance, modernizing capacity support, and campaigning for adaptation. 

At its core, the report promotes a whole-of-planet vision grounded in equity, shared responsibility, and global public investment.
